For folks with no sunroof.
My Commander developed this problem roughly a month after I bought it. I first had it serviced in February 2007, but when the temperatures began to warm up it returned. In early May I took it in and the dealer removed the windscreen, put a new seal on and also performed the TSBs for the top and bottom of the seal. The technician, service rep and the service manager all tested it and declared the problem resolved. But when I drove it away from the dealership it still had the noise.
Instead of immediately calling back I decided to wait a few days to regain my composure and to research the issue (because I wanted to be sure they looked at every possibility next time I took it in).
I found the A/C wind noise TSB -
http://www.xkjeeps.com/tsb/tsb_xk_2400306.pdf - so I tested with the recirculation on the A/C on and off. Sure enough, the test indicated this was the problem. So I'm guessing the dealer missed it because they did not drive the vehicle with the A/C on recirculate. They are forgiven because they were otherwise very professional and reasonably efficient, the glass contractor did meticulous and neat work and the vehicle came back without any greasy handprints in it.
I opted to perform this TSB myself instead of going through the hassle of leaving it with the dealer, etc. It's pretty uncomfortable working under the dash and the gear stop is not that easy to get to, but it's a < 1 hour job.
You'll need an offset torx driver (I don't recall the exact size but there are several torx screws under the dash you can look at) or take a cordless drill torx bit, insert it into a 1/4" socket, tape it in place, and use a ratchet. To remove the end of the gear stop you'll need a utility knife, small needle-nose pliers and a needle file (triangular one works nicely).
This eliminated the whistling ..... finally.
